UK Civil Aviation Authority – Analysis of dual till regulatory structure

The Economic Regulation Group of the UK Civil Aviation Authority (CAA) required assistance in the analysis of airport cost allocation.  This was part of a regulatory review of airport charges at regulated airports in the UK, to support the consideration of the advantages and disadvantages of moving from a single till to a dual till regulatory structure.

AviaSolutions supported the CAA by providing:

  • A review of airport cost and revenue allocation for Manchester and the designated BAA airports for the proposed new dual till regulatory model.
  • Recommendations on principles for allocation of costs and revenues between aeronautical and commercial tills.
  • Modelling of the financial impact that a dual till approach would have on individual airport businesses.
  • Production of detailed reports for London Heathrow, Gatwick, Stansted and Manchester airports.
