In 2023, Avia Solutions was engaged by Belfast City Airport to provide an independent high-level review of a proposed new airport charges structure ahead of implementation in 2023.

The existing structure had been largely unchanged for many years and required updating to reflect current market dynamics and environmental objectives.

Our team benchmarked the proposed rate card against comparable UK regional airports, modelled airline impacts using a representative operating day, and evaluated alignment with airport constraints including peak-time capacity, emissions limits and commercial strategy.

We identified opportunities to improve flexibility for airline negotiations, ensure transparent environmental incentives and enhance communication to key stakeholders.

The findings provided the airport with confidence that the proposed structure was robust, future-proofed and appropriate to support long-term air service growth while protecting value for the airport.
